You don't know in advance - nobody does. A level tested many times looks strong, but each test also weakens it. Wait for the candle to close below with rising volume before calling it broken; a quick intraday dip that recovers is often a fake-out. It's a clue, not a guarantee.

Not exactly on it - support is a zone, and price often pierces it by a little before recovering, which would knock you out needlessly. Many traders keep the stop a bit below the level to give it room. There's no perfect spot; the point is a pre-decided exit, not a precise one.
