A 'base' is a quiet sideways range where a stock digests a prior move — buyers and sellers roughly in balance for weeks or months. When price finally closes ABOVE the top of that base on strong volume, it's a breakout: the balance tipped to buyers, often starting a fresh leg up. The tightest bases that break on the heaviest volume are the highest-quality setups — the coil was wound tight before it released.

You never know for sure - that's why it's a clue, not a guarantee. Real ones usually come on volume well above average and hold above the base for a day or two; fakeouts fade back inside fast. Enter with a stop just below the base so a fake move costs you little.
